In this regard, some media have found the basis for the Spaniard’s appeal in FIFA. According to Article 58.2 of FIFA’s general rules, it reads: "Appeals to the judiciary and general courts—at least litigation within the scope of relevant FIFA regulations—
is not permitted. A stay order given by a general court is also of no effect at all."
In other words, according to FIFA regulations, within the scope that FIFA and related agencies can handle, such as player suspension, there is no need and should not appeal to general civil or administrative courts, but to be handled by industry agencies.
